Minam YFC hold Golgi Bote FC 2-2

ITANAGAR, Aug 02: Minam YFC and Golgi Bote FC played out a 2-2 draw in a second day match in the first ever Solung Football Tournament organized by Solung Festival Celebration Committee Itanagar at Dera Natung Government College playground here today.

Golge Bote FC shot into lead 20 minutes into the match through goal from Batong Perme which was equalized by Tutu Pertin in 29th minutes.

Golgi Bote took the lead again in the second half by scoring in 35 minute through Tajing Bonung. However, the lead short-lived as Kaling Yao of Minam YFC found the equalizer in 37th minute.

Batong Perme donning Jersey No.7 was adjudged “Player of the Day.”

ITANAGAR, Aug 02: BNFC and Bandhu FC won their respective matches in the 7 Warriors 9th Independence Running Trophy-2013 defeating Service XI and Friends Youth FC at KV No 2 playground, Chimpu near here today.

BNFC thrashed Services XI FC 5-0 while Bandhu FC defeated Friends Youth FC 2-1.

The scorers of BNFC were Dondip Tsering (2), Tamuk Taja (1) and Tai Apa (2).

Taro and Rikam scored a goal each for Bandhu FC while

Jing netted one goal for Friends Youth FC.

 

DC urges for more revenue generation

ITANAGAR, Aug 02: A meeting in connection with revenue generation, sources for more revenue generation, recovery of revenue dues and mechanism for improvement of revenue etc was held in the office of DC, Yupia today. In the meeting, all the heads of revenue generating departments of Papum Pare district were present. DC Pige Ligu while chairing the meeting urged all HoDs to generate more revenue as fixed by the state government by way of more activities but without causing inconvenience to consumers and within the rate as fixed by the government.

 

City police busts fraudulent company

ITANAGAR, Aug 02: City Police has busted a fraud job firm/company, which lured people into their job with promise of hefty earnings.

City police busted the fraud employment firm, namely “Heretage Enter Pvt Ltd.,” which collected hefty amounts from innocent customers in the name of registration and processing fees and had kept asking for money from them.

The firm was found to be a fake and fraud after being enquired by Police, said Nabam Gungte, Superintendent of Police, in a release.

He warned people of the state to be careful about such fraud companies.

 

Enquiry committee constituted for Bassarnallo incident

ITANAGAR, Aug 02: Informing that an enquiry committee has been constituted for the Bassarnallo incident wherein three linemen were injured yesterday, Minister Power, RD & PR Tanga Byaling has assured that anyone found guilty leading to the incident would be punished after the outcome of the enquiry report.

“I have also issued clear instructions to all concerned to take adequate precautionary measures while handling such works and to ensure proper care to be taken in near future to avoid such occurrence,” he wrote in a release.

Earlier, he visited the three victims who are undergoing medical treatment at R K Mission Hospital.

 

ACT to stage peaceful dharna

ITANAGAR, Aug 02: The Action Committee for Tribals (ACT) of the Students Union Movement of Arunachal Pradesh (SUMA) has decided to  stage unified mass peaceful dharna in front of the Chief Minister’s Bungalow  on August 5  morning in favour of its  charter of demands. The demands include cancellation of Joint High Power Committee (JHPC) under the chairmanship of MP Takam Sanjoy to consider issue of PRC to non APSTs residing in Arunachal, to boycott the decision of granting citizenship rights to Chakma- Hajong by JHPC, objection concerning Minority Scheme implemented in Arunachal Pradesh by the Govt. of AP and imposition of sanction against the formation of Naga Peoples Front (NPF), the regional political party of Nagaland in   Arunachal Pradesh.

 

‘Conduct  recruitment against sports quota’

ITANAGAR, Aug 02: Arunachal Olympic Association (AOA) has urged the authority concerned of Police Department for early recruitment of meritorious sports persons under 10% sports quota.

Endorsing the demand of All Arunachal Sport Youth Association (AASYA), AOA Secretary General Geshi Doke resented that no recruitment drive has been conducted in Police Department under sports quota since last two-three years despite repeated pleas which has deprived and demoralized the deserving candidates.

While urging the State Government, especially Police Department to complete the recruitment process within September next by floating advertisement in local dailies, the AOA Secretary General hoped that early recruitment of meritorious sportspersons in the department would not only give a sigh of relief to those deserving candidates, who have brought laurel to the state by winning medals in regional, national and international level competitions but also encourage youths of the state to take up sports professionally.

 

Arunachalee archers win medal at Asian GP

ITANAGAR, Aug 02: Two archers from Arunachal Pradesh representing India at 2nd Asian GP Archery Tournament at Ullanbaatoar, Mongolia have brought laurel to the country as well as state by winning medals in the prestigious event.

Maselo Mihu pairing with Y Charan Reddy won Silver in Compound Mixed Team event. Another Arunachalee archer Sorang Yumi along with Maselo and Dudhwal Swati bagged Bronze in Compound Women Team event.

Both Maselo and Yumi are students of Sangey Lhaden Sports Academy, Chimpu.

While informing this, Director of Sports and Youth Affairs DK Dinglow and Assistant Director Tadar Apa have highly appreciated the outstanding performance of the archers duo and hoped that sportspersons of the state will win more glory for the state and the country in other sports disciplines too in future.

These two medals were the first international archery medals to be won by any Arunachalee.

Kh. Ekashini Devi, Archery Coach of SLSA was the coach for the Indian Compound team even in the tournament.

 

DA warns bandh callers of stern action

ITANAGAR, Aug 02: Taking serious view of the All Nyishi Youth Association Capital Complex Unit (ANYACCU)’s   proposed 24-hr Capital Complex Bandh on August 6, the District Administration, Capital Complex in an order under section 144 Cr.PC has directed the bandh callers to abstain from any act that may affect normal life of common people, disrupt public peace and tranquility.

The administration has instructed police to take all precautionary measures to ensure safety and security of life and property of citizens during the bandh period.

Any damage caused to public properties during the bandh period will be recovered from the bandh callers, the order said.

The District Administration appealed to the business community, market welfare committees, all public transport associations, banking community, petrol depots etc. within capital complex area to carry out their routine business as usual so that normal life of common man is not disrupted.

“Such bandh calls by various organizations disrupt law and order situation and also cause undue hardships and miseries to the common man. It also seriously affects the livelihood of daily wage earners, businessmen etc,” the order said.

 

APB&OCWWB extends medical benefit to 3

ITANAGAR, Aug 02: Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam along with the office bearers of AAPWU visited Ramakrishna Mission Hospital today and handed over medical benefits to three of its registered workers, who are undergoing treatment in the hospital.

Three registered workers, namely Nabam Agung, Nabam Takang and Ngurang Taning received multiple burn injuries all over their bodies after they came into contact with live wire when they were carrying out repairing work at Bassarnallo under Sangdupota circle of Papum Pare on July 31.

Techi Lakhan, General Secy. (W/z) AAPWU also handed over Rs.1000 to each victim as an immediate relief.

Meanwhile, Sonam once again urged all the casual labourers to register with the Board to avail various benefits as provided by the Board. Sonam informed that till today around 12 registered workers have been provided Rs. 50,000 each under accidental death benefit. Thirty-one have received Rs. 16,000 each as normal death benefit and around hundred received medical assistance from the Board.

Meanwhile, All Arunachal Pradesh Workers Union has demanded immediate compensation for the victim’s family and called for better coordination between officers so that such incident does not recur in future. (From Koj Kano)

ITANAGAR, Aug 02: The Officers’ Club in Rajiv Gandhi University (RGU) was launched by Registrar Dr. Rachob Taba in presence of faculty members and academic administrators of the university.

Refund ‘extra’ school fees, demands union

ITANAGAR, Aug 02: The Lower Subansiri District Nyishi Students’ Union has demanded the Lower Subansiri DDSE to refund the collected amount from the students of the various government schools apart from the government prescribed fees.

In a release, it said that despite of the order issued by the director, school education, to all the principals and headmasters to refund the collected amount apart from the government prescribed; (i) Rs 120 as school admission fees for class IX to XII, (ii) Rs 60 per student as the fees for AISS/AISSC (Internal) Board Examination and, (iii) CBSE prescribed fees, many schools are yet to abide by the order.

 

Rally organized to create publicawareness on disaster management

ITANAGAR, Aug 02: The Department of Disaster Management, Namsai along with Govt. Hr. Sec. School, Namsai organized a rally to create mass awareness regarding disaster preparedness at Namsai today.

Around 1200 students of the school along with their teachers took out the rally holding banner and placard displaying messages on disaster preparedness and precautions.

S Sengupta, Additional Deputy Commissioner Namsai, who flagged off the rally, emphasized the importance of creating awaness among students regarding disaster prepared and precautionary measures to reduce risk of disaster.

The Principal CT Moungkang cited the example of recent Uttarakhand calamity and asked everyone to remain alert.

The disaster management Department also organized a painting competition for the students on the topic ‘Rescue Operations on disaster’ and prize to the three best entries will be awarded on Independence Day celebration on August on 15.

 

60 tea SHGs on the cards

ITANAGAR, Aug 02: Expressing happiness over the release of financial package of Rs 10 crore by the state government for tea and rubber cultivation in the state, the Arunachal Pradesh Small Tea Growers’ Association has decided to constitute 60 self help groups in each assembly segment representing minimum 30 members and above to get 50 percent financial aid from the tea board of India.

Community training cum mobilization programme

SEPPA, Aug 02:  A three day community training programme was conducted at Khenewa community centre from 31st July to 2ndAugust. The inaugural function of the programme was chaired by Kule Dada, BDO/C.O. Khenewa. About 100 participants actively attended the programme including the ZPM, Anchal Chairperson, newly elected PRI members of the block, SMC Chairman and teachers.

R.Pathak, Pedagogy Coordinator, Shri Papik Pabing, BEO, LafyamPabing, BRCC and S. Waii, CRCC Bameng and S. Dolo. CRCC, Khenewa were the resource persons. Constitution of SMC, roles and responsibilities of SMC, PRI members, PTA, MTA and other stake holders in the school management were thoroughly explained besides RTE, SSA,CCE topics were also taken. An interaction session was also takenwhich was beneficial for School functioning.

It was optimistic to see that all the stakeholders would extend activeparticipation and necessary co-operation for smooth function of theSchools.

 

Five days training cum workshop held

AALO, Aug 02: The RTE-SSA Zilla Mission West Siang District organized 5 days Training cum workshop for capacity building of Block Resource Centre Coordinator (BRCC) and Block Resource Persons (BRPs) from July 25 to 29 last at Aalo.

The participants from twelve blocks of the district participated in the training programme.

DDSE-cum-District Project Officer, RTE-SSA West Siang District Tomi Doke in his inaugural speech urged the participants to devote their time for enhancement of quality education in the district. He highlighted the provision of the RTE Act 2009 and also advised the participants to train and disseminate the knowledge they acquire from the training to the teachers of their respective blocks.

The training included the topics like methodology of teaching various subjects at elementary level, right to education, continuous and comprehensive evaluation, action research. DIPRO

 

Strictly monitor implementation of tourism scheme

ITANAGAR,  Aug 02: The Yomgam Tours and Travels (Pvt) Ltd (YTT) has requested the concerned authorities to inspect the already completed  and on going tourism schemes in West Siang district.

In a release, the YTT managing director Yomjum Yomgam, who is also expert in the field of tourism, said that 35 tourism schemes have already been sanctioned in West Siang district. Out of them, 18 schemes are said to have completed with an expenditure of over Rs 50 crore for the development of tourism activities like Tourist lodge, wayside amenities, rural tourism, adventure tourism etc. in the district.  But, according to Yomgam, the tourist infrastructures built under the schemes remain useless or the locations selected are  not suitable for tourist spots.

Again, ongoing schemes seem to be no use for development of the tourism spots, still then crores of amount have been sanctioned from the ministry of tourism, Govt. of India, the YTT chairman said and demanded  proper inspection of the scheme implementation.

 

‘Conduct interview on same date’

ITANAGAR, Aug 02: Alleging that some candidates are taking dual advantage by applying for the PMEGP scheme at their respective district as well as in the area they are based, the All Papum Pare District Students’ Union (APPDSU) has urged the director, industries to hold interviews for the same, to be held this month, for Capital Complex, Papum Pare, Kurung Kumey and East Kameng districts for the scheme on the same day.

In the letter submitted, it said, by conducting the interview on the same date will ensure that genuine and deserving applicants avail the opportunity.

It further requested the director to instruct the DCs of the respective district and the District Industries Center (DIC) for the same.

 

Refresher course for in-service teachers begins

ROING, Aug 02: A 10 days block level refresher training for in-service teachers organized by SSA District Mission, Roing commenced at Anchal Samiti Hall here today.

Addressing more than 100 teachers from different schools under BRC Roing, Deputy Commissioner Shiv Kumar exhorted them to have proficiency in teaching and expressed the hope that the training will improve them in imparting quality education to the children. He exhorted them to live up to the society’s expectation by discharging duty properly and sincerely.

He also stressed on value-based education in schools as most of the petty crimes are reportedly committed by students of classes VIII– XII.

He also urged the headmasters to monitor proper implementation of various schemes under SSA for the benefit of students.

He cautioned teachers against absenteeism in schools and said to initiate stern disciplinary action against irregular teachers.

Abu Saring, DAEO highlighted the main objectives of the training for improving the quality of education.

Obang Langkam, ADEO also spoke on the occasion.

Tuki pleads for by-pass road in Capital Complex

GUWAHATI, Aug 02:  Chief Minister Nabam Tuki today asserted the urgent need of having a by-pass road for the capital cities of Itanagar and Naharlagun besides widening of the existing national highway (NH52 A) to ease burgeoning traffic congestion.

Speaking during the Review Meet on National Highways and other centrally sponsored road projects in the North East at Guwahati this morning, Tuki urged Union Minister for Road, Transport and Highways Oscar Fernandes to consider 4-laning of the NH52-A from Chimpu to Banderdewa including the proposed by-pass sections at Itanagar and Naharlagun. He informed that the State Government has decided to by-pass the sections of NH-52A at Itanagar and Naharlagun towns and develop it to 4-lane to ease the traffic congestion.

Appreciating the concern of the Union Ministry for development of road connectivity in the region, Tuki, however, regretted that several projects were being delayed for want of environment and forest clearances. He requested the MoRTH to take up the issue with the Ministry of Environment and Forest so that clearances are granted on time.

“Due to delay in grant of environment and forest clearances our people are being deprived of road connectivity in several parts of the state,” he observed.

The Chief Minister also called for a road connecting all the foothill areas of the state that mostly borders Assam. He pointed that the under-construction Trans-Arunachal Highway will connect almost all the district headquarters of the state internally. However, the foothill areas, which are mostly backward, will not be connected by it and hence an alternate road connecting all the foothill areas internally is needed, he said. Tuki also pointed to the Union Ministry that only construction of roads does not complete its job. He said maintenance of these roads is of utmost importance and suggested that sufficient funds are allotted for it.

Referring to the ambitious project of Government of India – the East-West Corridor, Tuki said the East West Corridor will never be complete if it does not touch Arunachal Pradesh. Incidentally the East West Corridor reaches only up to Silchar in Assam. He appealed the Union to reconsider the project and include Arunachal Pradesh in its ambit.

The Chief Minister also stressed on improvement of the Khonsa-Hukanjuri (35 km) road, which has been declared as a National Highway and maintenance of Itanagar-Banderdewa stretch of road on urgent basis.

Summing up the meet, Fernandes assured all the Northeastern States that his ministry will coordinate with the state governments, ministries and agencies like the BRO to accelerate all road projects in the region. He said, funds are not a problem with the Center and called for timely submission of utilization certificates so that free flow of funds is maintained to complete projects.

The review meet was also attended by DoNER Minister Paban Singh Ghatowar, Minister of State for MoRTH S Sthyanarayana, Chief Minister of Manipur O Ibobi Singh, concerned minister of Northeastern states including Arunachal PWD Minister Chowna Mein, officials of Government of India, State Governments and Border Road Organization (BRO).

 

 

Road construction takes twice time in North East’

GUWAHATI, Aug 02: The implementation of road and infrastructure projects in North-East has been slow and the speed of completion has been almost half than the national average, the Union transport secretary said today.

"North East takes twice the time to complete a project than the national average," Road, Transport and Highways Secretary Vijay Chhibber told reporters here.

Road, Transport and Highways Minister Oscar Fernandes and senior officials from the ministry today held a review meeting of the road projects in North East with chief ministers and representatives of the states from the region.

"Land acquisition and forest clearance are the main issues in implementing the projects. We have the money, but we are getting stuck at implementation," Chhibber said.

"Many state PWDs are not up to the mark in implementing the projects. Pre-construction activities are taking too much time in this region," he added.

The Ministry is implementing an ambitious Special Accelerated Road Development Programme (SARDP-NE) to develop road network in this region, aiming to provide connectivity to all the district headquarters. The two-phased programme, including Arunachal Package, covers about 10,141 km. The phase A of SARDP-NE, including Arunachal Package, covers 6,418 km and is estimated to incur an investment of Rs 33,688 crore during the 12th Five-Year Plan. The phase B is in conceptual stage.

Out of that, 2,000 km is planned for the current fiscal at an investment of Rs 3,100 crore, Chhibber said.

So far, about 1,000 km have been completed and the entire project is targeted for completion by June, 2016.

The project is being executed by the state PWDs, Border Roads Organisation, National Highways Authority of India and the Ministry of Road Transport and Highways. PTI

 

 

Husband arrested for killing wife

BOMDILA, Aug 02: In a bizarre incident, a man killed his wife in an isolated jungle in between Chander and Rungzapam village under Dirang circle in West Kameng District on July 22 last at around 5.30 pm.

Husband Pem Khandu alias Ranjong aged around 31 years murdered his wife Nima Jomba alias Gorakh aged around 27 years after exchange of verbal duel.

The dead body of the deceased was buried in the jungles on July 24 to hide the crime. However, none of the relatives of the deceased complained nor filed a report against the husband.

Acting on a tip-off Additional Superintendent of Police cum in-charge SP Bomdila Doge Jini, along with a Police team from Bomdila and Dirang Police stations exhumed the dead body in presence of the Magistrate and the relatives of the deceased for postmortem.

A Suo Motto case has been registered at Dirang Police station and the accused has been arrested and remanded to judicial custody. A weapon ( a local dao) has been recovered from the possession of alleged accused till filing of this report and the accused has confessed to his crime. DIPRO

 

 

Sille-Oyan outpost upgraded for better policing

PASIGHAT, Aug 02: The long-awaited demand of the people of Sille-Oyan area for the establishment of a full-fledged police station in the area was fulfilled as the Sille-Oyan police outpost was upgraded to improve the law and order situation. IGP (Law &Order) Satyandra Garg formally inaugurated a new police station in presence of the Deputy Commissioner Nidhi Srivastava, SP Pushpendra Kumar and Ruksin SDO Yemling Tayeng.

Later in an interactive meeting the IGP admitted that the demand for full-fledged police station was very genuine, as earlier the people of the area had to depend on Ruksin Police Station, which is far away from the Sille-Oyan to cover any incident. He further said the police station will provide full security to the local people in the area besides containing anti-social elements. The IGP hoped that the people of the area would extend their cooperation to the police for maintaining peace in the area. Garg informed that the strength of the police station will be increased with better facilities like security wall, quarters etc but it will take few times to be materialized. While advising the youths to refrain from all kinds of illegal activities, he said wrong background may hamper their future prospects.

DC Nidhi Srivastava also advised the gathering to maintain peace, tranquility and to spread message of brotherhood in the society.

SP Pushpendra Kumar informed that the move came because of difficulties faced by the police in handling law and order situation in the district and one good vehicle has been provided for mobility. DIPRO

 

 

Court directs police to register case against NHPC official

ITANAGAR, Aug 02: The judicial magistrate first class Itanagar capital complex while granting bail to the members of Papum Pare Unemployed Engineers Association (PPUEA) who were recently arrested for allegedly extorting money from NHPC, has directed Officer in Charge Naharlagun police station to register case against the complainant Karme Riram, Dy. Manager cum PRO NHPC.

The order was issued after it was learnt that complainant of case Karme Riram withdrew the case. “This court feels that complainant is making mockery of the police and to this court which attract legal action. They also caused harassment to alleged accused persons, police authority and this court. This court directs OC Naharlagun PS to register regular case against the complainant in the instant case and action may be taken as per the relevant law,” read the judgment.

Meanwhile PPUEA while welcoming the court judgment expressed concern over delay in arrest of K Riram by Naharlagun PS authorities as per the Court decision.

Association has appealed to CMD, NHPC for immediate termination of the service of both Karme Riram and executive director RK Gupta. “Because of them the name of NHPC are getting the bad image. Both of them are very poor in serving their duty according to their designation and work against interest of tribal community. RK Gupta (ED) himself gave the wrong statement to the Police department about Latin Das as the employee of NHPC and left the department to helpless handle the situation.  Later it came to know Das was not employee of company and Gupta befooled his own colleague including his seniors, “stated PPUEA. Further they added, “ Riram as PRO should always try to solve the situation however extreme it may be. He should be always act bridge between department and society. Because of the wrong act of above two people, 5 educated youth of the state were kept in police custody for eight days and beaten brutally and treated inhumanly. So, we appeal CMD to check where the system is going wrong.”

Association also added that NHPC employees have nothing to fear and every Arunachalee respect their immense contribution in the development of state.

 

 

Where is our sanctioned amount ?

ITANAGAR, Aug 02: The Nyokum Yullo Celebration Committee Chambang (NYCCC) -2013 is still waiting for the festival grant-in-aid which was sanctioned by the  state Govt through the art and culture department during  March last.

According to papers produced by the NYCC, Chambang, the state Govt dated March 25 last had sanctioned an amount of Rs 4 lakh only to be paid to the Chairman, NYCC at Chambang, Kurung Kumey district.

But the amount was apparently not received by the committee chairman yet.

Kurung Kumey  district deputy commissioner  wrote a letter to the director of Arts and Culture, GoAP on June 4 last informing that his office was in receipt of  sanctioned order and also reference demand draft No.012273 Dt. April 25, 2013 amounting to Rs 4 lakh only being the festival grant-in-aid. But the demand draft has not been received at his office as yet. The DC had requested to verify whether the said amount has been actually been sent or not.  On the other hand, the  Art and Culture director, GoAP, in a fax message  to DC, Koloriang, dated June 17, informed that  the  demand draft  had already been sent through speed post on April 30, 2013. The director further  urged the DC to direct the branch manager SBI, Koloriang to stop payment of aforesaid demand draft and four others sent to DC Koloriang.

Now the festival celebration committee demanded that an enquiry be ordered to find out the demand draft and also requested to sanction of said amount in favour of the committee.

 

 

Make every school a model school

ROING, Aug 02: “Make every schools in the district a model school” said Lower Dibang Valley District, Deputy Commissioner Shiv Kumar  while interacting with the headmasters of Govt. Middle Schools, Primary Schools and BRC & CRC of Roing Block under SSA District Mission in the 2nd day Training Session of the Refresher In-Service Teacher’s Training at Roing today.

While giving priority on the educational scenario of the district, the Deputy Commissioner said, “Headmasters of the schools has a big role to play in making their schools a model school in the district”. He urged them to administer the school well and create conducive atmosphere in the class rooms as the headmaster is responsible for the management in the schools both academically and administratively. He urged them to have full knowledge about everything that is going on in their respective schools and asked them to personally monitor Mid-Day-Meal Scheme, Health Check Ups and also the Civil Works that is going in their schools. He also asked them to take extra caution while giving MDM to the children so that it is properly and hygienically cooked and serves to the student. He also asked them to regularly maintain the teacher’s register, SMC Passbook, visitor’s register and also to keep the records of school dropouts and submit the report to the DDSE in every six months. He further exhorted them to motivate the interest of the first school comers by creative activities and sports. He also asked them to ensure that the text books are supplied to the students in time. However, he warned that the teacher’s absenteeism and the classrooms found locked during class hours is unacceptable and will not be tolerated at all. While sharing his seven years experience as a Teacher, he exhorted them to do selfless service with sincerity and dedication which shall be rewarded bountifully in years to come. He expressed hope that the positive results would come out from this Refresher Course cum Interactive Session.

DDSE Tanyang Tatak in his key note address has urged the members present to make efforts to impart qualitative education with the resources available. He exhorted the teachers to come in the class room well prepared and also asked them to properly use morning assembly to mobilize children in literary activities like daily news reading, morning talks on various subjects about creating awareness on anti-drugs and other important issues. He further asked them to implement flagship programmes like MDM, etc in toto while taking extra care and also to display logo of MDM in every schools. He further said that there are lacunas and problems in everywhere but we have to come up with rectification bringing improvement in school academy.

DAEO Abu Saring also urged the headmasters to cooperate with the Deputy Commissioner and works in shoulder to shoulder for betterment of educational scenario in the district.

On the occasion, District Sports Officer Raju Mipi distributed footballs and volleyballs with nets purchased under DC’s Untied Fund to the headmasters of various schools.

Job oriented prog for educated unemployed youth

ITANAGAR, Aug 02: One day job orientated cum career guidance program for educated female unemployed youth was organized by AMYAA, a Roing based NGO in collaboration with O2SPA (www.o2spa.org) from Hyderabad at Divine Word School, Roing.

The O2SPA (Masti Health and Beauty Private Limited) is a Hyderabad based company dealing with health and beauty industries.

Mathew Dangmei, HR Executive, O2SPA in-charge of NE-Region, spoke in details about the company’s profile, training and job placement aspects of the company through PowerPoint presentation to the participants.

RK Paul Chawang, Secretary, AMYAA as facilitator and organizer of the programme shared with the participants on the aspects on how the educated unemployed youth of the district could grab the opportunities and facilities provided by the company.

Desai Linggi, Principal of Nani Maria School, Roing motivated the young girls by speaking positively about beauty spa as it has direct impact on one’s maintenance of health and beauty besides taking up as one’s profession.

The orientation programme was attended by 38 young girls from Roing, Koronu and Dambuk blocks.

The dignitaries present in the programme were Rev. Fr. Joe, DWS who encouraged the participants to take advantage of the opportunities and facilities provided by the NGO and the organizers.

The programme was organized with the main aim of introducing O2SPA Company to the educated unemployed youth of the region. The company is venturing out into North East to facilitate and provide professional job opportunities to youths of the region, who have interest in the fields of health and beauty spa.

 

 

Govt orders strict action against illegal donation collectors

ITANAGAR, Aug 02: Taking serious view of illegal and forceful collection of donation  from contractors,  Govt officials, engineers and businessmen  by some individuals/ groups in the name of  various registered and un-registered organizations,  the state Govt has issued strict instruction to district administration and police to take stern action against the perpetrators of such illegal activities.

The Principal Secretary (Home) in a press note announced that  entering the office premises/residence of Govt officials, contractors, engineers and business with  an intention of collecting donation/contribution by using threat/force shall be construed as a criminal activity and will invite strict action under the law.   It said, the Govt premises are kept under surveillance of CCTV camera to facilitate the identity of such persons/criminals and frequency of police patrolling has also been increased.

Meanwhile, the State Govt sought cooperation of all concerned to thwart any kind of anti-social activities which slow down  development activities. Strict action shall also be taken against the Govt servants who cooperate with such elements and facilitate their designs, the release added.

It is worth mentioning here that a high level meeting was held recently  with participation of Chief Secretary, principal secretary (home), DGP, secretary (Home)  and commissioners/secretaries and Chief Engineers of all the works departments to chalk out strategy to thwart rising incidents of threat and intimidation to Govt officers and individuals.

 

 

First ever Volleyball championship AAPYO begins

ITANAGAR, Aug 02: The first ever Volleyball championship organized by All Arunachal Pradesh Youth Organization (AAPYO) began at Nyokum Lapang group yesterday.

The first match was played between Kipa Babu Volleyball team and the NSUI Sagalee Block Unit in which the former thrashed the latter by 13-25, 26-25. In the second match, Nutty Restaurant Nirjuli defeated Nyokum Lapang by 19-25, 18-25.

Earlier, attending the inaugural function, Deputy Chief Councilor, Kipa babu in his speech  appealed all the participants to maintain sportsman spirit and to lift the standard of the game.

Also saying youth is the backbone of the state, he urged all of them to be exemplary for the generations to come.

Vice president District Congress Committee, Papum Pare district, Ngurang Taka encouraged the organization to organize more of such activities for bringing out talents in the state.

Meanwhile terming bandh culture as a menace, he said it would not help in the development of the state.

President AAPYO Biri Joy in his brief speech urged the state government to increase the reservation quota for sportspersons from 10 percent to 15 percent. He also appealed the participants to refrain themselves from drug abuse and alcohol and advised them to inculcate god ideology.

 

 

DTP conducts workshop to strengthen PMC

PASIGHAT, Aug 02: The Pasighat Municipal Council (PMC) in collaboration with Directorate of Town Planning and Urban Local Bodies DTP&ULB) conducted a consultative meeting cum workshop at the DC’s Conference Hall, Pasighat on powers and functions of PMC.

On the backdrop of the workshop, presentation on Arunachal Pradesh Municipal Act 2007 was also made as a part of awareness generation for the councilors and attended HoDs.

At the very outset, the Chief Councilor Denong Tamuk briefed about the upcoming businesses and importance of PMC and urged the participants to bring out meaningful outputs for transition to municipal governance in Pasighat.

Speaking on the occasion, Director of Town Planning & Urban Local Bodies, Amoy Morang stressed on implementation of ‘Geographical Information System’ (land use database) for realization of revenues by municipal body and introduction of ‘Double Entry Accounting System’ as an important part of urban reforms and preparation of a ‘Master-Plan’ for Pasighat Township necessarily to be brought under the JNNURM Mission City. He while assuring to add more manpower to PMC, apprised Solid Waste Management (SWM) will be entrusted to PMC in future.

Senior Town Planner Sukhvinder Singh through power-point presentation highlighted about the Arunachal Pradesh Municipal Act 2007 and the Arunachal Pradesh Municipal Election Act 2009 and also different provisions under which the municipal body functions. He also elaborated on the organizational structure of municipal council and need for constitution of various municipal committees with their respective powers, functions and responsibilities.

The Deputy Director (Urban Planning), Nixon Lego highlighted the importance of conducting capacity building programs in form of series of awareness generation workshops and exposure tour for the newly elected councilors to get them acquainted with the functioning of a Municipal Body. He stressed on the “Bottom-Up” grassroots level participatory planning and the role that has to be played by Municipal Body. He also urged the members of the Municipal Body to be patient but steadfast as far as for delegation of power to the Urban Local Bodies is concerned.

The Assistant Town Planner of Pasighat, Tani Taloh assured to organize periodical capacity building programs for the councilors.

Meanwhile, the house adopted few points like immediate identification of projects/schemes and preparation of DPR through government empanelled consultants in Pasighat Municipality, identification and Relocation of Dumping Ground at least 7-9 km away from township, introduction of Double Entry Accounting System in Pasighat Municipality, preparation of Master Plan for Pasighat and development to be guided by it, regulation of slaughter house and preparation of DPR for it, to recommend allocation of land within Municipal Limit through Municipal Body, incorporation of management of Bio-Medical Waste in the next Development Plan and early preparation of DPR for Bio-Medical Waste Management in General Hospital, Pasighat. Basic Orientation Programme under Swarnajyanti Gram Swarojgar Yojna

Aalo, Aug 02:   Dege Ete, Project Director, District Rural Development Agency (DRDA) West Siang District conducted a training on “Basic Orientation Programme (BOP) at DIET Training Hall, Kamba-Kamki under Swarnajyanti Gram Swarojgar Yojna (SGSY) on 31st July for Darak/Kamba CD-Block.

Jt. BDO CD-Block, Darak/Kamba, guided the Swarojgaries regarding their responsibilities under the scheme including their adherence to terms and conditions of the loans sanction etc.

Gedo Kato, ZPM Kamba stressed on organizing the rural poor into Self-Help Group(SHG) through the process of social mobilization inculcating the habits of thrift and credit amongst group members to develop their own corpus and participation group approach through SHGs.

The Training have included topic on concept of self-help, their federation, group dynamic, conflict resolution, conduct of group meetings, maintenances of records, restructuring of New Programme NRLM (Aajeevika), awareness about social and family welfare programme etc.

M. Nyorak of DRDA, Tamar Baki, Tech. Asstt-cum-State Level Master Trainer (SLMT), DRDA and Kendak Bagra, Accountant were resource persons from DRDA Aalo. They  trained on hand-out mock drill on elementary knowledge of book keeping  and ledger book entry system to Swarojgaries. DIPRO

 

 

Oral Hygiene Day observed

ITANAGAR, Aug 02: The Indian Dental Association - state branch organized ‘Oral Hygiene Day’ at Vidya Sagar Academy School, Naharlagun yesterday. The Programme was attended by all the Dental Surgeons of capital complex.

More than 200 students were screened on the occasion. 70 percent students were found to have tooth decay problem, 15 percent students with gum problem and 15 percent children had other oral problems.

President, Dr N. Mara highlighting the mission and vision of IDA and advised the children to maintain good oral hygiene practices and disease free mouth so as to become medically fit to get selection in high profile jobs like IAS or Pilot in future.

Secretary, Dr Lala Wage (Prosthodontist), called upon the budding children to know about the purpose of celebrating 'Oral Hygiene Day' and stressed to have healthy mouth for healthy life.

He emphasized that everyone should follow the -Rules of Two - that means every individual should brush twice a day and visit Dental office twice a year to prevent tooth decay, gum diseases and bad breath. He also advocated that many dental diseases can be prevented with early care of oral & dental health.

The association later distributed samples of tooth brushes and tooth pastes to all the students free of cost.

 

 

BJP Mohila Morcha organises rally

ITANAGAR, Aug 02: The national rally (Swan Mahatsav Maha Rally) of BJP Mohila Morcha in New Delhi on July 29 has resolved to fight against corruptions and wrong economic policies of the Congress led UPA government, atrocities on women and 33% reservation for women in next the assembly and parliamentary elections.

The rally held wrong economic policies of the UPA Government for soaring prices of all commodities which has directly affected the ordinary people.

It also resolved to ensure victory of the party in the 2014 Lok Sabha elections and launch nation-wide poster and banner writing campaign exposing the corruptions/scams of UPA-II.

National BJP President Rajnath Singh, Leader of opposition (Lok Sabha) Susma Swaraj, leader of opposition (Rajya Sabha) Arun Jaitley and Former BJP Presidents Dr. Murli Monohar Joshiji, Vankaiyai Naidu and Nitin Gadkari and General Secretary (org) Ramlalji also addressed the rally.

Wait for hard earned salary continues..

Through the column of this daily, I would like to apprise our Chief Minister about the plight and agony we are going through due to nonpayment of our salary for months together.  All the staffs of NRHM in general and Health Assistant in particular have not been paid salary for 5 months straight now. Just imagine.  The contractual staffs who are serving in far flung villages of the state are not given their fixed and meager salary.  The situation has worsened to the extent that we have to borrow money from villagers as shopkeepers refuse us to give credit. Forget about other basic amenities of life but we are fighting for both ends meet. It is so embarrassing But what to do. Anything for the cruel stomach.

We have many times submitted representation to the department for our appointment considering our long dedicated service to the department but to no avail.  Every time we approach the authority, our request is ignored in such a way as if our service is not required. Except for the kind support of DHS, higher ranked officer/s are so irresponsive and negative in their approach that they even do not let the file reach the office of Health Minister and HCM. So, when all doors seem closed, we are left with no option but to come public to assert our basic rights as a human being of a civilized society.  

So for the very first time, I on behalf of all aggrieved Health Assistants (NRHM) in particular and NHRM employees in general request our beloved Chief Minister to interfere in the matter and pass on his valued instruction to the authority concerned for immediate release of our pending salary at one go in the interest of natural justice.

The Yobin community still seeking Arunachalee identity after 57 long years!

It is proclaimed that democracy is of the people, by the people and for the people. But for the “Yobin” community of Arunachal Pradesh, it is far from being true! For us, the governmental care went from bad to worse. And now we do not even know whether we are a tribe of Arunachal or not. We are not very sure if India is embracing us or alienating us.

As a community of Changlang District, we had a long series of injustice meted by the Government of India/Arunachal Pradesh. First, the Government took as many as 5 of our villages in Vijoynagar Circle and settled the Nepali/Ghurkha pensioners in our villages. Then after the 1975 general election our electoral rolls were deleted and we remained just like “refugees” in our own land from 1979 to 1994. Most significantly, the Yobin tribe is totally denied the Scheduled Tribe (ST) facilities and ST Certificates. This is just to name a few. We are in utter amazement as to why we have not been recognized as a tribe of Arunachal state. Below we share a few of the whys and wherefores of our astonishment.

The Presidential Order of 1956 and the SC & ST Act 1956 declared that “all tribes" in North-East Frontier Agency (NEFA) are Scheduled Tribes. But the Yobin tribe of NEFA/Arunachal is still denied the ST status and facilities. Whoever is “playing” will have to answer to His Excellency, the President of India. No authority in India must be allowed to make a mockery of the President and the Law of India. We have been thinking that we the Yobin are a tribe and are living in NEFA/Arunachal Pradesh. Were we wrong?

The Yobins have lived in Vijoynagar area from the times immemorial. Only on 7th May 1961, our first contact with the Indian Paramilitary during their Chaukan Pass Expedition began. Our land technically became Indian Territory when international boundary pillars were erected in 1972-74, where the Yobin served as guides which continue to this day. But the ‘local’ people have not been entered in the Sixth Schedule of Indian Constitution even after57 long years. 57 years since all Tribes of NEFA were declared Scheduled Tribes by the President of India in 1956. If the Government of India is not willing to recognize us as the aboriginal tribe of Arunachal Pradesh, Vijoynagar does not belong to India either. How can you take our land and not take us as a tribe of Arunachal?

While, all the other native tribes of Arunachal are enjoying ST facilities on their own tribe’s name or as sub-tribe/s, only the Yobin is left without any ST facilities. Why Yobin is alone discriminated? We had been listed at Sl. No. “78” (1961) and at “107” (1981) in censuses. The latest Census continues to enumerate us as “INDIVIDUAL SCHEDULED TRIBE”. Is it right for the government to enumerate us under Scheduled Tribe in every Census but provide no facilities? What about the dignity of a tribe or the dignity of a country to treat its citizens in this manner?

The Gazette of India is an authorized legal document of the Government of India. In that “Yobin” is always gazetted as a Scheduled Tribe of NEFA then and now of Arunachal. But recently, we were surprised to find that the office of Deputy Commissioner, Changlang District classified us “other settlers”. This is in direct contradiction to the Gazetteer of India-Tirap; where the “YOBIN” is notified as a tribe of the District. In this Gazette, the YOBIN is clearly set apart from “other displaced people settled in the district…” Why the administration is so blind to the facts and does no good to the Yobin?

Further, the Council of Ministers (Arunachal Pradesh) has approved the Yobin as ST in 2000 and forward to the Govt of India. The same was presented in Lok Sabha on 18 Dec 2002 which was approved under the SC&ST (Second Amendment) Bill, 2002. Subsequently, an ethnographic information was demanded and provided, vide memo no Secy (SW) SC/ST (IN-EX) 99, dated 20 Nov 2006. But then no further news has returned to us. Are all the facts regarding the Yobin buried under bureaucratic files again? These are a few questions in regard to the ST restoration of Yobin. We plead to Government of Arunachal Pradesh and India: Let the atrocities to the Yobin end in 2013. Let the GoAP persuade the Central Government to clear our way immediately and list the Yobin in the Sixth Schedule of Indian Constitution.

Let the Members of Parliament from Arunachal Pradesh, Ninong Ering, Sanjay Takam and Mukut Mithi, place our case before the Lok Sabha on 5 August and before the Rajya Sabha without fail. We understand that the ST issue will come up in Lok Sabha in the first week of August. And may we trust the “People First Government” of India will not silence the YOBIN Issue once more? No more alienation of the YOBIN TRIBE of Arunachal! We are almost losing our faith in the goodness of our government! Do us justice today!

Ensure healthy meat for capital citizens

Dear Editor,

In capital complex day by day consumptions of meat is increasing. One of the most consumed meats is beef which is cheapest in compare to other meat.  But here no one care for the quality of the meat. No one knows from where the cows are supplied and whether they are healthy one. Often it is seen that seller sell those beef meat which are unhealthy for us and which cause various disease. The administration should take appropriate action in this regard. We hope to get healthy and hygienic beef meat in the future.

Teasing: A national phenonmena

Dear Editor,

This is in response to the article “It’s time to change” by Mr. A K Rana in which he wrote about how non-APST are teased as haring in Arunachal. I guess it’s a bitter truth that, nowadays, teasing is a part and parcel of Indian culture and nobody can do anything about it. It is not a regional thing, it’s a national scenario. You go to Maharashtra, some Marathi people called Bihari’s and UP people as BHAIYYA. You go to south India, there some people call North Indians –‘Non-Indians’, as some south Indians believes that they are real Indian. I have seen many plain Indians people feel dizzy about the term Haring or Nipak. Haring, Nipak, is localized term you will not find it in any dictionary or book, it means outsider esp. plain Indians, and I don’t see anything amiss in this term. You should be lucky that Arunachalees calling you people ‘Haring (plain Indians)’, at least Indianess is there, But when we people I mean the people of Arunachal Pradesh go to plain India like Maharashtra, Delhi, Karnataka, etc, most of the people of plains calls us NEPALI or CHINESE, they believe that we are Non-Indian, we are from Nepal or China, even though we explain to them. I am not countering, just clarifying the thing to all the NON-APST residing in our state.

I would like to share some of my personal experiences that happened in Maharashtra. I had been called as Nepali, Kancha or Chinese many a time. Again I am explaining all this, not to counter you Mr Rana. Call it coincidence sir, I also asked one lad in Mumbai that who told you that we are Nepali. He replied, “My mother. She told me that all people who have small-small eyes are Nepalis.” I am not annoyed with the term Nepali or Chinese, nothing wrong in it; I am annoyed as these people using it as if we are Non-Indian. Many plain people discriminated me in that context also. So, in the early days in Maharashtra, I and fellow Arunchali’s use to get very annoyed. But later we got use to it, again later we started enjoying the term Nepali, as in our Arunachali friend circle, we began to tease each other by calling Nepali. And then I realize, that’s how life is? Enjoying the small-small odd thing by digging fun out of it, it makes life funny. Because we knew, we would get nothing by taking it seriously. In a vast country like India, teasing has become a culture. It is done across the country. No one can do anything about it except …………..  the one and only Mr. Rajnikant sir (my vow), other than him there is another one who can do something about he is Mr. Sunny Deol sir. Other than them I do not see anybody else who could do anything about the teasing thing. Pardon my writing sir, it’s just a comical satire to the teasers of India, not you sir. It’s the human nature that every native show little aggressiveness in their native land.

My article on 31st July is about national integrity, fraternity and about the irresponsible comment, not about the trivial issues. Because last time we witnessed a big issue when someone put hateful comment on Facebook during ethnic disturbance in Assam. It led to mass exodus of North Eastern people from mainland India which was a big harassment to the masses. If somebody’s irresponsible comment bring something big disaster, would that person could carry the burden of that disaster in his life?? So, one must be careful while making any statement in a public domain. Lastly, if I hurt the sentiments of ANYBODY during course of my writing, please excuse me, I am regretful about it.

Improve regional cooperation

The floods that ravaged Nepal over the last two months have exposed gaps in its early warning systems (EWS) and underscored the need for superior regional cooperation, especially involving India, said a report.

Of the 280 rainfall monitoring centres located across Nepal, 60 have been upgraded over the last five years to ensure real-time data.

But that did little to prevent floods and landslides from killing over 50 people in the last six weeks.

Experts partly blame the lack of a regional information sharing system for the yearly loss of life and property. Indian state of Uttarakhand that borders Nepal, received about three-and-a-half times more than normal rainfall in June, but the information was not conveyed to the bordering Nepali town of Darchula. There are no hydrological monitoring stations for flood forecasting and early warning on the Mahakali river that flows from western Nepal into India.

The regional body remained passive through the Uttarakhand flood tragedy in which 5,000 people perished.

Meanwhile, the Kathmandu-based International Centre for Integrated Mountain Development in partnership with the World Meteorological Organisation and Bangladesh, Bhutan, China, India, Nepal, and Pakistan, is working to establish a regional flood information system to share real-time data and strengthen flood forecasting.
